MoRTH announced a concessional local pass for eligible non-commercial vehicle owners living within 20 km of specified highway fee plazas. The announcement states an effective date of 1 November 2026.
The release specifies eligibility conditions, exclusions and fees that depend on the plaza's location.
Eligibility for one fee plaza does not establish eligibility at another.
Why it matters
A lower advertised rent can be offset by recurring travel costs. Estimate the actual route, toll eligibility, fuel and time for your own commute; confirm the applicable rules with the operator.
What the announced local pass covers
The 27 October MoRTH release describes a concessional local pass effective from 1 November 2026 for eligible non-commercial vehicle owners living within 20 km of a national-highway fee plaza. It states annual charges of Rs.1,500 outside municipal or local-town limits and Rs.3,000 within those limits, depending on the plaza location.
The announcement requires a functional FASTag and limits the pass to the specific fee plaza. It excludes closed user-fee collection systems and says the pass is not issued where a service road or alternative road is available. Check the current operator process and eligibility evidence before counting a saving.
Compare the entire commuting budget
List the actual plazas crossed on a normal round trip. Eligibility at one plaza does not cover a second plaza on the same journey. Add fuel, parking and maintenance to tolls, and record the number of commuting days in a typical month.
Compare this monthly cost with the housing-cost difference between locations. Include travel time and an alternative route. A cheaper home can be a reasonable choice, but the comparison should use the route and pass you can actually use rather than a blanket assumption that all local travel becomes free.
Before you decide
Check eligibility in the official announcement before budgeting a saving.
- Identify each fee plaza on the actual route.
- Verify eligibility and the current pass process with the operator.
- Budget tolls not covered by the specific pass.
- Compare total travel costs with the housing-cost difference.
